One focus of the article is on Emmanuel’s plan for the city of Chicago.  He recently allocated $36 million over the next three years for 5,000 new preschool spots in the city’s most underserved communities.

The conversation continues as once again, government revisits ideas that we have known all along – quality early childhood education and care matters.
